SOLUTION: The oil element decomposing and fractionating device comprises a rotatable oil element placement table A for subsequently conveying a plurality of placed oil elements a to a taking out position X; an oil element retaining device C for retaining both ends while making the oil elements a to the falling state or the inclined state; a feeding arm B for feeding the oil elements a at the taking out position X of the oil element placement table A to the oil element retaining device C; a cutting device D provided with a cutting blade for cutting an external container f of the oil elements a retained by the oil element retaining device C; and a fractionating arm E for retaining the cut external container f.
