To provide a partial image collecting method for allowing a receiving side to collect a partial image by annexing a tag to the partial image so as not to utilize the partial image for CM cutting operation.

In the partial image collecting method for sending video information including a partial image from a sending side and selecting and storing the partial image on a receiving side, a tag sending means 2 on the sending side generates a tag including the ciphered information of start point information set up at random in each partial image and sends the tag to the receiving side. A start point information decoding means 6 in the receiving side having received the tag decodes the start point information and an image input means 5 inputs the partial image included in the video information based on the start point information. Since the start point information included in the tag is different in each tag and is ciphered, CM cutting operation can not be uniformly executed by using the tag.
