A communication between two devices 11 and 12 is divided into a plurality of subchannels according to frequency division multiplex. Partial power and a partial rate is allocated to each subchannel. First, the same partial power is allocated to each subchannel to obtain S/N, and the next processing is applied to each subchannel, while proceeding from the lowest S/N to the highest S/N. The partial rate is first allocated, according to the S/N so as to obtain a prescribed transmission error rate. Next, the allocated partial rate is quantized to an integer value, and when the integer value is rounded off, the first allocated partial power is subtracted to make the transmission error rate the same as the transmission error rate before the quantization. The partial power of another subchannel having a higher S/N ratio is increased to make the sum of all partial power constant.
