A motor 3 for feeding the ribbon-like member A, the suspension adjustment part 5 for reserving the fed member A temporarily, a rotary encoder 11 as a speed detecting means for detecting a draw speed from the part 5, and a speed setting means for outputting a speed command based on the detected value of the draw speed to the control amplifier 16 of the motor 3 are provided, and the feed speed of the member A by the motor 3 is synchronized with the draw speed.
