PURPOSE: To suppress the transient fluctuation of a level due to void change by controlling the pressure of steam flowing out of a steam drum when the water level of the drum is changed by the increment/decrement of void in a coolant.
CONSTITUTION: When the change rate of the water level signal S1 of the steam drum 2 shows the decrement of the water level, a signal S9 which decreases a pressure setting point transiently corresponding to the change rate of the water level is outputted from a setting point adjuster 18 to a turbine output control system. Thereby, the divergence of a turbine steam control valve 10 is increased by performing the control operation of a pressure controller 21, and the pressure of the steam drum 2 is decreased by increasing a main steam flow rate flowing out of the steam drum 2. As a result, water that is the coolant in the steam drum 2 is decompressed and boiled, and the void is increased again, and the water level of the steam drum 2 is increased, which suppresses the fluctuation of the water level. Meanwhile, when the water level signal S1 of the steam drum 2 shows the increment of the water level, the signal S9 which heightens the setting point of turbine header pressure transiently is outputted from the adjuster 18.
