To realize both suppression of thermal stress and unstable action produced in a power generating facility caused by the fluctuation of a system frequency and stabilization of the system frequency.
In a power plant equipped with a combustor 1, a gas turbine having a turbine 3 and a generator 5 axially connected to the gas turbine, a fuel command limiter (LIM) 107 limiting the change of a fuel command value 107d is arranged in a speed governing load control part 100 finding out a governor command value 103d based on deviation between a power generating command value 101d instructed from an intermediate supply according to the fluctuation of a system frequency and generated power 102d and finding out a fuel command value 107d corresponding to the part of a regulation rate(R) according to deviation between the command value 103d and an axial speed 104d. In the limiter(LIM) 107, the limiting value of a change rate is so set that the thermal stress of the gas turbine and unstable combustion can be suppressed, thereby the change of the fuel command value 107d can be controlled within the limiting value.
