A set level temperature is maintained by controlling the amount of heat of the heating to a road surface, correcting the detecting values of each element according to a set-level card at every period division (such as every month) set based on the difference of the atmospheric temperature of day and night during a period of service, an increase in the road-surface temperature by solar heat and the change cycle of a fixed-form (average) road-surface environment in an installation area in a conduction-cut time zone at a time when electricity is used as a heat source and the time zone during one day such as a traffic and a parameter card (an operation mode) set at a plurality of every time zone during one day.
