Abstract:
PURPOSE: To convert the resolution over a wide range by using movement prediction and interpolation for encoding and limiting the number of available prediction modes so as to coincide with prediction modes allowed to the types of respective video data.
CONSTITUTION: A picture signal stored in an FRMD is extracted by using a movement prediction and interpolator MCPID and picture data inputted to an adder AD are added to an inter-frame encoded or inter-field encoded pixel by the adder AD. The movement prediction and MCPID are controlled by moving vector and block type information MV&MBT. A movement prediction and interpolator MCPIE also are controlled by the information MV&MBT. As to movement prediction by the MCPIE, only the information of respective block types of a primary bit stream, i.e., a prediction mode expressed by the information MV&MBT, can be attained. A prediction error is suited to a required target data rate by the quantization characteristics of a quantizer Q and an inverse quantizer QE-1.
