PURPOSE: To execute medium conversion in a practically sufficient processing time by a sole software for an MPU by implementing the calculation applied to a change point address by means of an arithmetic operation and a logical operation based on an integral number.
CONSTITUTION: An MPU 101 implements medium conversion processing and memory access processing. The medium conversion processing includes change point address conversion processing, arithmetic processing and encoding processing, and the change point address conversion processing applies the change point detection processing to the inputted picture data when it is an image data and applies decoding processing to the data when it is an encoded data. In the memory access processing, the storage, read of a change point address data and the storage of encoded data in each processing of the medium conversion processing are controlled. Thus, the software executing only the calculation of an integral number is attained and the processing time in the MPU 101 is quickened.
