This method and device which curls or waves hair, and straightens the frizzy, kinky, damaged, highly damaged or curly hair, includes endlessly wrapping a cloth formed by applying or laminating fluororesin and fluorine elastomer on a woven cloth composed of glass fibers, aromatic polyamide fibers, or their composite fibers, attaching a tab piece thereto, inserting a heat insulating material therein, and providing pores on the surface, then covering a heating portion of a hair iron with the cloth, and pressing and passing it from the hair root part to the tip. This method and device can also curl, wave and straighten the thick hair by using a mesh cloth instead of the woven cloth.
