Abstract:
PURPOSE: To reduce the deterioration in picture quality on a decoding side when image data is transferred by hierarchically encoding.
CONSTITUTION: Decoder means 61-65 which decode image encoded data D51-D55 and smoothing means 70-73 which smooth the block boundaries of decoded data D61-65 obtained by the decoder means 61-65 are provided. In this way, it is possible to eliminate a pseudo contour appearing in the block boundary in the decoded data D61-D65 and to avoid the deterioration in the picture quality.
