Abstract:

PROBLEM TO BE SOLVED: To efficiently decode video signals in high qualities.
SOLUTION: A decoding device which decodes data obtained by encoding video signals generated in the unit of 60-Hz field by telecine-converting a 24-Hz film source by 2-3 pull-down is provided with a demodulation circuit 110 and an ECC decoding circuit 111 which receive encoded data and flags DSO and DFN and separate the data and flags DSO and DFN from each other, a decoder 112 which generates 24-Hz non-interlaced video signals by variable-length decoding, inversely quantizing, and inversely DCT processing the encoded data, and a rate converting circuit 113 which rate-converts the non-interlaced video signals into images in the unit of 60-Hz field by changing the prescribed frame of the video signals to three frames based on the flags DSO and DFN.
