When information INF is delivered from a transmission side Ei to a reception side H, in sharing a key inadvance, H (1) generates a random number Vi, generates a key Ki for Ei from the generated random number Vi, (2) transmits the key Ki and the random number Vi to Ei by a safe channel or by offline, and (3) Ei keeps the key Ki and the random number Vi in a key keeping area in the previous sharing of the key. In password communication, Ei (4) and (5) reads the key Ki and the random number Vi from the key keeping area, ciphers information INF by using the key Ki which is read and transmits ciphered information T and the random number Vi to Hi. (6) H receives ciphered information T and the random number Vi and generates a key Ki' by using the received random number Vi, (7) decodes received ciphered information T by using the generated key Ki' and obtains information INF.
