Abstract:

PURPOSE: To enable the transfer and display of a moving image with high compressibility and high picture quality by performing encoding while applying high priority to image information important for visually confirming the moving image to smoothing the movement of a restored image.
CONSTITUTION: An image 1 to be a reference is held, an image 2 as a present encoding target is held, the present image 2 is compared with the held reference image 1, and a changed block is detected and a valid block 3. Plural macro blocks 4 are set, and an encoding order is decided for each block 4. According to the order of the block 4, the picture element address of the held image 2 is generated for the unit of a block. The picture element of the held image 2 is read out corresponding to the address and encoded for the unit of the block. Code data 7 combining order information 5 and code information 6 decided in the process of encoding order decision are outputted. Then, when the amount of codes generated by the encoding process exceeds a threshold value before one frame is encoded, encoding is stopped and the processing of the next image is started.
