Abstract:
PURPOSE: To allow the picture decoding side to recognize whether random access to a picture unit is possible or not by adding a flag indicating whether encoding is executed by using a decoded picture belonging to a past picture unit or not to a header at the time of encoding a forward forecasting encoding picture belonging to a prescribed picture unit.
CONSTITUTION: When a picture unit (GOP) start instruction signal S10 is inputted from the terminal 21 of a picture encoding device, a random access enabled instruction flag S9 indicating that the encoding does not use a decoded picture belonging to a past GOP is switched by a switch 23 and inputted to a variable length encoder 19. The encoder 19 encodes the input together with an encoding signal S4 or the like and outputs a bit stream. In a decoding device, a GOP header detector 37 checks a flag S26 corresponding to a flag S9 added to a GOP header. Consequently the validity/invalidity of random access can be judged from the flag 26, and in the case of invalid, the retrieval of a random access enabled GOP which is most close timewisely to the specified GOP is continued.
