PURPOSE: To perform encoding without missing the data of a field which performs motion compensation when performing the motion compensation by inputting all the picture elements in the field before the motion compensation into a field after the motion compensation.
CONSTITUTION: In the matching of a figure (c), the compensated field of a figure (b) is divided as shown in a figure (d). In the figure (d), a part A is an area constituted of picture elements subjected to matching in the figure (c) and parts B and C are areas constituted of picture elements subjected to no matching. In this case, since the area B has the same number of vertical picture elements as that of the area A, it is shifted to the same area of the vertical picture element position as that of the area A where no picture element is inputted when the area A is shifted in the horizontal direction. Though the area C is shifted to an area where no data are inputted with the shift of areas A and B, it is shifted only by shifting it in the vertical direction. The areas A-C moved by such shifting are shown in a figure (e) and they become the compensated field obtained by the motion compensation.
