Raw powder containing at least bentonite is weighed and fed into a molding container (step S102) to be fastened pressedly. Procedures for feeding the raw powder into the molding container to be fastened pressedly are repeated a plurality of times to fill the the raw powder over the whole in the molding container (step S104), and a premolding having 1.2 g/cm3 or more to 1.8 g/cm3 or less of density is formed in the molding container. The buffer for the radioactive waste disposal having 2 g/cm3 or more of density is obtained by making external pressure act on the premolding to be pressure-molded (step S105). The buffer for the radioactive waste disposal is cut (step S108) to be used for disposal use (step S110).
