To maintain operation performance of a gasifying and melting system for combustibles contained in various kinds of wastes, such as the municipal refuse, industrial wastes, etc., even when the load of the system becomes smaller than a rated load.
Refuse is pyrolytically gasified in a fluidized thermal decomposition incinerator 2 while a fluid medium is made to flow and steam is generated from a boiler 9 by burning the pyrolytic gas obtained from the furnace 2. The combustion gas is extracted from the halfway of the boiler 9 and introduced to the incinerator 2 after the gas is mixed with fluidized air. During he rated operation of the incinerator 2, the incinerator 2 can maintain good fluidization at a low excess oxygen rate and the temperature of a fluidized bed can be maintained. At a low-load time, in addition, the same fluidization and fluidized bed temperature as those obtained during the rated operation can be maintained by further adjusting the circulating amount of the combustion gas.
