An array antenna 34 in which a sending antenna element array 18 and a receiving antenna element array 28 are arranged along a railroad track is moved on the track. The work of emitting a radio wave under the railroad bed while switching a plurality of sending antenna elements 18i per transfer unit of the array antenna 34 and switching reception between a plurality of receiving antenna elements 20i per transmission from respective sending antenna elements is repeated. A cavity is detected by generating pulse echo data of parameters of time and a traveling direction and send and receive distances of the array antenna 34 and generating a two-dimensional image of a cross section under the railroad bed.
