A slab block A is set in a form 44, on which surface layer material B mixed with a binder is laminated, and a cover 49 is placed on the form 44, and the cover 49 is fixed on the form 44 while the surface layer material B is pressed. The cover 49 in the state of being fixed on the form is passed through in a heating over to heat the surface layer material B, and the surface layer material B is solidified by the thermosetting action of the binder, and simultaneously the surface layer material B is fixed on the surface of the slab block A. Then the cover 49 of the form 44 is removed and a product is released from the inside of the form 44 to manufacture a concrete slab block with a surface layer.
