The through-hole area 2 including a number of through-holes is formed in the metal foil 1 by inserting and pulling out a through body 12 from one surface of the foil to the other surface, and a number of non-through projections protruding from the one surface to the other surface are formed in the non-through-hole area 3 free from through-holes. The resulting metal foil is pressed, thereby projections by burr of the metal foil during the formation of the through-holes in the through-hole area 2 and the non-through projections of the non-through-hole area 3 are flattened.
