To reduce improvement cost by mixing a fibrous additive such as a glass fiber with sand or the like obtained in the vicinity of a working site when forming a bed rock layer and specifying the unit diameter of each bundle of the fibrous additive and the number of fibers of the bundle.
A fine particled material 13 such as sand charged on a conveyor belt 11 by a weighing hopper 12 is supplied to a continuous mixer 15 through a conveyor 14. In this time, if necessary, a binder in a silo 16 or water from a container 17 is supplied to the mixer 15. Subsequently, the material mixed in the mixer 15 is charged into a silo 19 through a conveyor 18, and put in a lorry and transported to a near execution site. The fibrous additive cut by a cutter 21 is covered with fine particles 13 before it is put on the conveyor 11 and subjected to unilateral contact. Each bundle of the fibrous additive has a unit diameter as long as 5-2 gm and a plurality of bundles constituted of at least 40 pieces of fibers are used for the additive. In this way, a material whose quality fluctuation is large can be improved and the transportation cost can be reduced.
