PROBLEM TO BE SOLVED: To exactly predict traffic conditions at high speed.
SOLUTION: One nodal point corresponds to the test of one attribute, the slave nodal point of the nodal point corresponds to a value, that the attribute can take, and traffic data for constructing a decision tree with the leaves of predictive values are collected (step 201). Next, the decision tree is constructed by using the collected traffic data (step 202). Next, traffic data required for prediction are collected (step 203). Finally, the predictive value of traffic conditions is provided by tracing the constructed decision tree with the collected traffic data required for prediction (step 204).
