PURPOSE: To obtain a process schedule which enables production in less operator arrangement by using a virtual production master where only frames as many as operators required for the production are defined on the basis of an empirical rule, performing process scheduling, and then performing operator scheduling which allocates the operators to operator frames in the obtained process schedule.
CONSTITUTION: The number of operators required at the time of prestep/poststep operation is temporarily set as to a product to be scheduled according to scheduling strategy to generate a virtual process master 120. Then the process scheduling 130 is performed on the basis of sales information (order data), the virtual process master 120, and field information (device data). Then a schedule (where only an operator quantity frame is scheduled as to operators) outputted by a process scheduling system 110 is received and the operator scheduling 165 for operator allocation is performed.
