To prevent the generation of an air zone in a ground by supplying the inside of a ground with only water by effectively discharging air to the outside even when air is mixed with pumped-up water.
A series of pumping-up returning path 4 in which groundwater flowing into a casing pipe 2 is pumped up by sucking the inside of the casing pipe 2 for pumping up under a vacuum and water is pressed and returned into the ground 1 through a casing pipe 3 for return is formed. A series of the path 4 is formed in a closed flow path interrupted from atmospheric air. An upper section in the pipe 3 for the return and an upper section in the pipe 2 for the pumping up are made to communicate with an air returning pipe line 5. Reclaimed water is not brought into contact with atmospheric air until groundwater is returned into the ground 1 through the pipe 3 for the return by pumping up groundwater flowing into the pipe 2 for the pumping up by a vacuum suction while air collected in the upper section in the pipe 3 for the return is returned into the pipe 2 for the pumping up through the pipe line 5.
