To provide a character recognizing method capable of precisely recognizing a handwritten character of a low quality without being forced to use so much labor for preparing a recognizing dictionary.

When the power vector of the optional coordinate point Wm of handwriting data is Fm (a direction of X-axis in the example), a feature value is substituted to a mesh position including a position Sm corresponding to the position of the point Wm with respect to the feature space (within a memory for a feature) of a direction equal to the power vector (the direction of the X-axis). A recognizing candidate is set by calculating the collating degree of this feature value and the feature value of the recognizing dictionary.
