PURPOSE: To remove various foreign matters stuck on the surface of bar stock by wiping both surfaces while the bar stock is clamped with rubber wiper and ejecting the air imparted with static electricity on both surfaces of a bar stock.

CONSTITUTION: By arranging so that an upper roll 3 is laid right above a lower roll 2 through a bar stock 1, the bar stock 1 is held between the lower roll 2 with rubber wiper and upper roll 3 under weight of upper roll. The foreign matter of dust, litter, etc., stuck on both surfaces of bar stock 2 is intercepted in front of rubber wiper, foreign matter is removed and the bar stock passes through a foreign matter removing device. At the same time the air supplied through an air hose 6 and imparted with static electricity is ejected to three places between two rolls with rubber wiper from an air ejecting hole 7. By this method, the foreign matter piled in front of two foreign matter removing rolls with rubber wiper is removed.
