To eliminate generation of slip, and to remove water even at a high- speed conveyance by driving a wringer roll synchronous with the conveying speed of a metal plate to be conveyed in a condition where water is adhered to the plate when water is removed by the wringer roll.
Upper rolls and lower rolls of three sets of wringer rolls 51-53 are driven by one drive device 54, respectively. No slip is generated between either roll and a hot-rolled steel strip by driving both the upper rolls and the lower rolls. When rolls of a three-wringer roll device 5 is driven, the rolls are controlled so that the peripheral velocity of the rolls is synchronous with the conveying speed of the hot-rolled steel strip by a controller. Water is preferably removed from the metal plate at the outlet side of the wringer rolls by blowing a gas at the position of both ends in the width direction of the metal plate from the obverse and reverse surface sides of the meal plate.
