Abstract:
To prevent picture quality from being degraded by unsuitable prediction after a scene change in the encoding of a moving image.
An image correlation discriminating process 32 is provided for discriminating the scene change that occurs between fields/between frames and further, by changing the encoding system of an image as the first object of following forward predictive encoding so as to facilitate intra-image encoding according to an encoding system selecting process 33 and the change of a selection reference corresponding to that discriminated result, picture quality is prevented from being degraded by unsuitable prediction.
