A target management device 10 for target-managing energy usages of a plurality of arbitrary groups comprises: a target value setting part 12 for setting target values of energy usage of each group; an energy usage acquisition part 16 for acquiring energy usages measured about energy using equipment used at least by any of the groups; an energy usage storage part 18 for storing the energy usages in association with the corresponding energy using equipment; a usage ratio definition part 20 for defining a usage ratio of each group about each piece of energy using equipment; an individual energy usage calculation part 22 for calculating energy usages of each group according to the energy usages and the usage ratios; and a comparison part 24 for comparing the energy usages and the target values.
