To transmit, record/reproduce high quality image information with a less data amount by dividing an image at every frame and transmitting or recording the image data of separate part obtained approximating with a polygon, its discriminative information, display timing information and number of interpolation frames information.
An image information processing part 4 divides the image at every frame constituting a moving image to be transmitted to respective plural prescribed components, and approximates them with the polygon to make them separate parts. Related to respective separate parts, coordinate values at every vertex of the polygon are obtained, and further, the image data at every one frame are generated by the layout part of the polygon and its internal color information. Then, the information instructing its frame, the discriminative information at every part, the display timing information, the number of interpolation frames information to be provided between with a next one frame and the image data at every one frame are made moving image information, and are coded in a coding part 5, and an information amount is compressed to be supplied to a recording part 7.
