To provide a method and a device for utilizing and maintaining river water capable of facilitating development of a water utilization and management plan for effective use of a water resource, efficient water control and equal water distribution through integrated centralized control of a whole water system in a water system which: has multistage weir facilities arranged in series in a river connected to a dam; takes in water at each weir facility; and distributes the same to each beneficiary block.
A method for utilizing river water simulates a discharge plan of a dam for water utilization, water utilization plans for respective weir facilities and fluctuation in water storage volumes and/or water levels at respective weir facilities through a water balance calculation, starting from a water volume discharged by the dam for the water utilization, between inflows and outflows to and from respective weir facilities ranging from a most upstream weir facility to a most downstream weir facility. Considering respective weir facilities as tanks, the water balance calculation: uses arrival delay time corresponding to respective flow distances as variable parameters; and has variables at least for the water volume discharged by the dam, a natural flow rate of a river, a volume of a tributary inflow as makeup water, the volumes of the water utilization at respective weir facilities and a water injection volume to a downstream side as returned water from upstream water intake.
