Wastes containing dioxins are charged into a waste hopper 2 from a waste crane 1, while organic sludge that is generated in a sewage disposal process and/or sulfur component-containing substances (sludge and the like in the following), which are effective in lowering the concentration of dioxins are dispersed and fed on the wastes in the waste hopper 2 via a conveyor 4 from an introduction hole 5. At this time, the sludge and the like infiltrate in the wastes in the waste hopper 2 under their own weight to be mixed with combustible components, moisture, etc., on the average. In this way, the mixed sludge and the like and the wastes are fed into an incinerator from a waste cute 3 for mixed combustion. Thereby, the wastes can be burned efficiently and stably, and the concentration of the dioxins can be lowered.
