Work time calculation 230 sets a time for arranging at a corresponding NC machine from a working element information extraction result 212, automatic working time set result 213 and basic item data 214 by an arranging time setting system 231. Moreover, while the working element information 212, the automatic working time calculated result 213, the basic item data 214 and a set result of the time for arranging are being referred to at a working time setting system 232, the working times from a first and a second pieces onward for NC work are estimated and stored it in an estimated result 215. Thus, it is possible to set working times from the first and the second times onward without individual differences.
