Steering noise performance of a tire at low-speed revolution is evaluated. An evaluation method using an on-board frictional energy testing device includes: a measurement step for respectively measuring skid quantity Sc of a tire of a steering state in a tread center side area on a tread ground plane and skid quantity Ss of the tire in a tread shoulder side area; and an evaluation step for evaluating the steering noise performance of the tire on the basis of a ratio Sc/Sc of the measured skid quantity Sc to Ss. In the steering state, a slip angle is applied to a direction inclining to the inside of a vehicle on the front of a running direction.
