The facility includes: a primary crushing deice 21 crushing bamboo M in a raw material state; a sorter 22 sorting the chip like bamboo M of a size larger than a size wherein paste like fuel is a viscosity suiting feeding to the pressurized fluidized bed boiler 7 when the paste like fuel is produced by mixing and agitating the bamboo M with coal and water or the like of the chip like bamboo M crushed in the primary crushing device 21; and a secondary crushing device 23 crushing the chip like bamboo M sorted by the sorter 22 more finely.
