A water impact ratio Ud/σV' is estimated from a relationship utilizing the fact that the water impact ratio Ud/σV' and a scale distance D/W1/3 that is obtained by dividing a distance D from a blasting location by a cubic root of a charged quantity W per stage are set in a logarithmic proportionality, and an excessive neutral pressure ratio Ur/σV' is estimated from a relationship utilizing the fact that a cumulative water impact ratio ΣUd/σV' and the excessive neutral pressure ratio Ur/σV' are set in a proportionality. Then the increasing magnification of a corrected Na value before and after the soil improvement is estimated from an estimated value of the excessive neutral pressure ratio Ur/σV', and thus the soil improvement effect is forecasted.
