A metallic mold device which constitutes a bulge formation region is arranged in the central area of a device body, a pipe transport device which constitutes a pipe transport region is arranged on the right side in figure, and a core metal support device which constitutes a core metal support region is arranged on the left side in the figure. As a result, bulge formation is performed by repeating a series of operations in which bulge formation is performed by moving an element pipe that has been placed in the pipe transport region from the bulge formation region to the core metal support region and then drawing the element pipe back to the bulge formation region again, thus extruding a flexible pipe in the pipe transport region, and then replacing this flexible pipe with a new element pipe.
