To provide a method of forming a photocatalytic coating film which is not degraded by the photocatalytic action and is free from the degradation due to ultraviolet light by facilitating top coating of a photocatalytic coating material, and the photocatalytic coating film wherein the base material and an under coating layer are not degraded to keep long life.

The method of forming the photocatalytic coating film is carried out by applying a photocatalytic layer on the base coating layer containing the coating material having durability to be free from the degradation due to photocatalytic action and ultraviolet light and having 70 surface contact angle to water, and the photocatalytic coating film is obtained by the method of forming the photocatalytic coating film.
