To provide a method for granulating muddy soil or the like by which a granular product having uniform quality can be obtained at a high yield and in which a raw material having a wide range of moisture content can be used.

When muddy soil, collected dust, dehydrated cake, earth and sand, sludge collected by a dredging or a mixture of them is granulated after the moisture content of the muddy soil or the like is adjusted or after the moisture content thereof is adjusted and a water-soluble binder is added thereto, a surfactant diluted with water by 50 to 300 times is added to the muddy soil or the like by 0.1 to 10 wt.% outer ratio.
