To improve the recycling rate of waste electrophotographic developer by efficiently recovering valuable metals contained in steelmaking dust and the electrophotographic developer.
In a method for granulating the refining-material for reduction-refining a steel material, the steelmaking dust and aluminum ash are mixed with binder component and the plasticity is given to this mixture and the granulation is performed to produce the refining-material. As this binder, a resin component for toner binder blended with an additive for improving the lubricity and the fluidity, is mixed with the steelmaking dust and the aluminum ash. The obtained mixture is softened to give the plasticity, without passing through a heating and melting means for heating and fusing this binder, and granulated into the refining-material by a granulating means.
