To exaxtly discriminate a defect of primer coating application based on a picked up image by making black light incident on the surface of a rotating work right after coating application of a primer on the surface of the work and picking up the fluorescence emitted by a fluorescent pigment with a line sensor.
An FRP core 11 is rotated little by little in an arrow A direction and simultaneously the FRP core 11 is moved little by little in a rotating axis direction in the state of bringing a sponge 12 into contact with the end of the FRP core 11. As a result, the primer uniformly contg. the fluorescent pigment is spirally evenly applied on the surface of the FRP core 11. The primer on the FRP core 11 right after the end of the coating application work is irradiated with the black light from a black light emitting device 14. The fluorescent pigment receiving the irradiation with the black light emits light and the fluorescent pigment emitting the light is picked up with the line type CCD camera 15. The picked up line image is processed by a processor 16, by which the presence or absence of the primer coating application defect is discriminated.
