PURPOSE: To provide a method for kneading hydraulic mixture wherein uniform hydraulic mixture of extremely low W/C rate can be obtained in a short time by optimizing the separation of water and each material and optimizing also a kneading operation in a separate kneading.

CONSTITUTION: Water having half the total amount of feed water is added to cement and fine powder to efficiently form small blocks by kneading the mixture at a low rotational speed. Thereafter a highly-efficient water reducing agent and the remainder of feed water is added to the kneaded matter to knead it again at a low speed. Since the agent hasn't been mixed completely at this moment, the neaded matter is left as it is for a predetermined time to cause the agent to penetrate the kneaded matter througth the water in the small blocks, following which aggregates are added to the kneaded matter to break the blocks and the kneaded matter is kneaded at high speed to produce the effect of the agent. As a result dispersing effect of the agent is produced so that the cement mixture in a state of powder can be fluidized.
