To execute a garbage treatment in a manner as to eliminate the need for the enormous combustion energy needed for the conventional incineration treatment, to solve the many problems associated therewith by diffusion of CO2 into the atmosphere, to save energy of the garbage treatment and to lessen the diffusion of the CO2 into the atmosphere.

The garbage is subjected to a pulverization treatment by a vibration pulverizing device or rotary pulverizing device to a mud water state and is divided to solid content and a solution-component. The quantity of the treatment energy is reduced by halving the volume for the incineration treatment, by which the diffusion of the CO2 is lessened.
