The method for manufacturing an annular compact includes: a forging step S2 for forging an alloy body to prepare a disk-shaped forged compact; and a ring rolling step S4 for milling an annular intermediary body formed by boring a through-hole in the forged compact by ring rolling to prepare an annular compact. In the ring rolling step S4, the milling to impart 0.03 or more of plastic strain in the proximity of the surface of the annular intermediary body is performed at least 15 times or more to form the annular compact, and also the grain size of the product region positioned inside the proximity of the surface is controlled to be 8 or more in the ASTM grain size number.
