The active material, the conduction aid, the binder, a fluorine compound represented by formula (1): R-X (1) (in the formula, R is a fluorine-containing alkyl group having 3-15C and 7-13F or fluorine-containing alkyl group having an ethereal oxygen atom, the fluorine-containing alkyl group may have a side chain of 1-3C fluorine-containing alkyl group, X is carboxylic acid, an alkali metal salt or an ammonium salt of carboxylic acid, sulfonic acid, an alkali metal salt or an ammonium salt of sulfonic acid, and the number of the total carbon atoms in R-X is 4-16), and an aqueous medium are mixed so that the content of the fluorine compound represented by formula (1) becomes 0.0005-5 mass% to the whole weight of the aqueous paste.
