To provide a method for manufacturing a blocked aromatic isocyanate compound which does not injure the activities of a hydrogenating catalyst.

The aromatic isocyanate is blocked in two steps: a first step for blocking an isocyanate group by reacting the aromatic isocyanate compound with a blocking agent; and a second step for blocking the blocked product obtained by the first step using a blocking agent which comprises at least one selected from amines, alcohols and water and has a higher reactivity with the isocyanate group of the aromatic isocyanate compound than the blocking agent used in the first step.
