In a method for manufacturing a composite member in which a surface member is firmly fixed to the outer peripheral surface of a core material, the method includes: a surface member arranging step where the surface member having lower magnetism than the core material is arranged on the outer peripheral surface of the core material consisting of conductive materials; and a welding step where electromagnetic induction heating of the core material from the outside of the surface member is performed and by the heat of the heated core material, at least either the opposite region of the surface member or the core material is melted to weld the surface member to the core material.
