To provide a practical method for manufacturing compost raw materials in a simple manner by subjecting refuse including organic matter such as grass, twigs, garbage, etc., to fermentation and decomposition.
The refuse 2 is recovered from rivers etc., (step ST1: a recovering process) and the recovered refuse 2 is subjected to the fermentation and decomposition by piling up the refuse first, covering the refuse with waterproof sheets 6, and leaving the same (step ST3: a fermentation and decomposition process) as it is. The refuse 2B after the fermentation and decomposition is treated by a comminuting and sorting machine 7 (step ST4: a comminuting and sorting process). The organic materials under fermentation and decomposition are easily comminuted to a powder form. Thereby, the pieces of glass and plastics included into the refuse 2B can be easily separated and removed. Consequently, the compost raw materials 2C from which foreign matters are completely removed can be obtained.
