A partition plate 15, which is prepared by press-working of a metallic plate material, is inserted into the holding space S of a press-fitting die 20, resulting in a state where a pair of half dies 21, 21 hold the wide part 18 and the tapered part 19 of the partition plate 1t6 from both sides, and forming a large cylinder part 28 in the shape of an axially rotating wide part 18 and a truncated cone part 29 in the shape of an axially rotating tapered part 19. In this state, the base 23 of the press-fitting die 20 is pressurized toward a pipe stock 30, thereby pressurizing the partition plate 15 and both half dies 21, 21, with the partition plate 15 press-fitting from the end of a narrow part 17 to the pipe stock 30. Consequently, the partition plate 15 is arranged inside the pipe stock 30, and simultaneously, the pipe stock 30 is expanded.
